Joseph Budd of New Mills (present-day Pemberton) in Burlington County was an enslaver who died in 1785. He did not leave a will, but on his deathbed, he instructed his family to free an enslaved man named Scipio. The administrators of his estate were Abigail Budd (his widow), William Budd, and John Lacey. They manumitted Scipio a year later in 1786.
The inventory of Joseph Budd's estate at the time of his death did not list Scipio, but it listed "the time of two indented apprentices" valued at 15 pounds (see Joseph Budd, Burlington County Probate File 11010C, and Recorded Volume 27, p. 15, New Jersey State Archives). It is not entirely clear whether Scipio was one of the two people described as "indentured apprentices" in the inventory or whether he was excluded from the inventory because he would be soon manumitted. - Keywords
