- Francis Stout was born in 1816, the child of Jane (enslaved by Asher Applegate of East Windsor, NJ). Under the provisions of New Jersey's Gradual Abolition Act of 1804, he was considered a slave for a term of 25 years and would become eligible for emancipation upon reaching that age.
